During the 2015-16 school year, a Seattle Public Schools committee on bell times proposed recommendations. Under these recommendations, most high schools and middle schools now start later and elementary schools start earlier. The proposed changes were made under four assumptions, that they:
- Meet American Academy of Pediatrics (AAP) recommended start time for adolescents
- Prioritize Title 1 programs to earlier tiers to support district equity considerations
- Maximize the number of schools in Tier 1 and 2
- Be Transportation Cost Neutral
